Winsafe was founded in 1986 after a buyout of the technology assessment operations of the National Computer Centre. The mission of Winsafe was, and is, to help clients separate benefit from risk with regard to the use and exploitations of new technologies in general and digital information and communications technologies, content and services in particular
Clients are typically investors, finance directors or decision taker requiring an objective third party appraisal as to whether a business or market opportunity, product, service or policy proposal merits their serious consideration and/or support.
Regular clients have included the National Computing Centre, The High Tech Unit of Barclays Bank, The Parliamentary IT Committee (PITCOM, which later evolved into PICTFOR) , the European Informatics Market (EURIM, which later evolved in the Digital Policy Alliance) and Reed Elsevier.
Winsafe consultants have been involved for over 40 years with assessing, predicting and monitoring the impact of machine learning (algorithmic /augmented, more commonly known as artificial, intelligence) on the aptitudes and skills in demand.
This gives a unique perspective on what is now under way. 2026 onwards is likely to see changes in the nature, structure and funding of UK education and training not seen since the printing press and the dissolution of the monasteries and chantries from 1536 onwards.
Members of the Winsafe consultant panel operate to strict codes of impartiality and have given evidence to and/or been retained as specialist advisors to select committees, government departments and ministers.

If you are receiving this via a link on a Whats App Group and are not already a direct member of Neighbourhood Watch please join so as to receive alerts, newsletters and discount offers direct.I recently took on the task of identifying those interested in helping create a Neighbourhood Watch Association to support the 80 or so Street and Estate Groups in Lambeth.
This may sound a lot of groups but Bexley, for example, has over 800. More-over in Lambeth most groups are small, usually the administrators of the street Whatsapp group.
That makes for hard work, forwarding relevant NW material for distribution to the wider group and well as distilling material for passing to police or others.
One of the first tasks is to identify YOUR local priorities.
Thus one of the topics for the January newsletter was domestic violence. I therefore hope to organise an alert adding the relevant contacts for Lambeth and London. But most of the complaint to me are of car crime, shoplifting and teen-on-teen violence.
Recent national data indicates that anti-social behaviour and on-line scams should have priority while local data indicates that “Young Neighbourhood Watch” (i.e. addressing the fears of children on their way to/from school or in their bedrooms) should be a priority … especially if it is wished to reduce traffic jams caused by those driving their children to/from school because of safety fears.
Last week I visited a local school with an experienced youth worker and came away realising how little I know of the traumas facing the children of today … and the reasons for their reluctance to tell their parents when they most need help.
We have a number of ideas to explore including a variety of school patrols, safe havens and mentoring/support ideas. But who is interested and/or would like to help?
It would be most helpful if you could update YOUR personal entry as a member of Neighbourhood Watch and or drop me a note on what YOU would like to see and/or would like to help organise..
At present the most common registered interest is Cycle Watch.
If that is correct I would like to pass the details of those interested to the volunteer I have asked to review the material produced by Oxford Neighbourhood Watch, to update it for Lambeth and to make contact with those looking at how to help the police address the current plague of theft. He would very much like others with similar interests to help.
Next comes Dog Watch. I very much wish to here from volunteers interested in looking at what is done elsewhere and to distil the best ideas for local use.Until the creation of the Lambeth Neighbourhood Watch Association as a separate entity the administration is hosted on a pro-bono basis by Winsafe Ltd, alongside a pilot cluster, the Norwood Community Safety Partnership.

1 Making Lambeth one of the safest boroughs in London
In October 2024 the Council announced that making Lambeth “one of the safest boroughs in London” was one of its three ambitions for Lambeth 2030 Our Future, Our Lambeth. The other two ambitions are making neighbourhoods “fit for the future” and “making Lambeth a place we can all call home”. Lambeth Crime and Safety Statistics indicate the scale of the ambition. Lambeth is currently among London’s ten most dangerous boroughs. It is also the only borough with neither a functioning Safer Neighbourhood Board (SNB) nor a Neighbourhood Watch (NW) Association.
Quarterly meetings of the chairs of the Lambeth Safer Neighbourhood Panels with the Borough Community Policing Superintendent restarted in late 2023 and a link to the Ward Panel Handbook was circulated. Discussions on relaunching Neighbourhood Watch in Lambeth began in April 2024. Meetings to relaunch the SNB for Lambeth began in July. Assuming the SNB operates in much the same way as those for most the other London Boroughs, it will have representatives from the Ward SNPs, grouped in clusters. Under the agreement between the Metropolitan Police and Neighbourhood Watch, neighbourhood police teams are expected to encourage NW Groups in their Wards and NW Groups are expected to nominate representatives to the Ward SNPs.
There appears little local awareness of how Neighbourhood Watch has evolved over the past decade, including to look after vulnerable and isolated neighbours across much of England during Covid lockdown and to address the concerns of students and teenagers, beginning with those wanting a safe night out.
Neighbourhood Watch is by far the largest community support group in England and Wales, with over a million households looking out for their neighbours. More than 10% have responded to their 2024 community safety survey. Early results indicate that anti-social behaviour and abuse (on-line, in the home and in the street) have long overtaken traditional concerns. Publications like The Lookout – Student Safety Guide to Freshers (sent to student members) and Our News December 2024 (sent to all) reflect how the responses of communities across the UK are evolving.
In October 2024 I agreed to serve as Development Lead for Neighbourhood Watch in Lambeth, with a view to drawing in resources from outside Lambeth to help local NW groups in recruit volunteers, improve reporting and intelligence, copy best practice from elsewhere and, where necessary, develop new approaches to involving local communities in testing whether these meet their needs.
In parallel the Norwood Community Safety Partnership (NCSP) steering group was relaunched over the summer and it was agreed in December that the NCSP would no longer be co-hosted by the Norwood Forum. It would have its own web pages and e-mail address from January 2025.
Subject to agreement on funding and division of labour, the expectation is that the NCSP will be co-hosted by the relaunched Lambeth NW Association, in partnership with the Lambeth SNB and others, as part of a shared “cluster” support network. See section 3 for the transition arrangements until the formation of the NW Association. This is the last newsletter to be sent from the Norwood Forum address. 2 Neighbours by chance, working together by choice: the relaunch of Neighbourhood Watch in Lambeth
Approximately 6% of the 20 million households in England and Wales are signed up to Neighbourhood Watch and it is by far the UK’s largest community self-help network. 0.4% of households in Lambeth are signed up.
Almost all London Boroughs have a Neighbourhood Watch Association supporting hundreds of active groups, including Business, Speed, Cyle, Dog, Park, Pub, Park, Street (including school patrol), and Youth Watch groups. These are commonly grouped in area clusters. Lambeth has no specialist groups but there are members across its hundred or so groups (most attached to tenants and residents groups) interested in all. There are also members interested in helping with fund raising and organisation waiting to be contacted.
In December the process of relaunching Neighbourhood Watch in Lambeth began with formal messaging to the current group co-ordinators asking if they would support the creation of an “Association” to support them. And, if so, what they would like from it, including priorities. The next step is to contact all NW participants (including those not in active groups) to invite then to get involved with their local SNP, beginning with those serving the wards of Gipsy Hill, Knights Hill, St Martins and West Dulwich (see section 4 of this newsletter for meeting dates, times and venues) and provide feedback on their priorities for action.
The intention is to then use the NCSP to test processes to reduce duplication of effort, including in the organisation of local co-operation and volunteering, drawing in support for those who want to apply these across the rest of Lambeth.
The processes to be tested will include how best to engage businesses, schools, parent-teacher associations, GP practices, pharmacies, faith and youth groups – copying what works elsewhere while recognising the almost unique multi-cultural nature of Norwood.
YOUR ACTION: please visit Join us | Neighbourhood Watch Network if you have not already done so, sign up as an individual where you live, indicating your areas of interest, then look at the volunteering page and indicate how you would like to volunteer. You should be contacted by a member of the development team within a month, quicker if recruitment goes to plan.
3 Community Safety Partnership Forward Plans
Subject to agreement with the Chairs of the SNPs and NW co-ordinators, the new Lambeth Neighbourhood Watch Association will provide support to NW Groups via Multi-scheme Administrators (MSAs) for each ward, recruited in agreement with the SNP Chair and the local Police team and trained by NW nationally. While the MSA role is voluntary many also work for Police and Crime Commissioners, Police Forces, Local Authorities or others in community safety or victim support roles.
Subject to discussions currently under way, the re-launched Norwood Community Safety Partnership will become a pilot community cluster, co-hosted by the Lambeth Neighbourhood Watch Association, working with and through the local area NW MSA and SNPs.
In Norwood the four SNPs already work together and are looking to organise cross-boundary representation and co-operation with Norwood Forum, the Business Improvement District, GP practices, Schools, Social Landlords and Faith, Youth and Community groups, including on common guidance and programmes like school patrols and safe havens. The intention is that the NCSP will not meet separately from scheduled SNP meetings although working groups are likely to meet to review progress with specific programmes and projects.
Past NCSP newsletters have summarised news relevant to the communities of West Norwood from a variety of sources, including Police, NHS and Council, covering funding and volunteering opportunities, health and wellbeing, youth engagement etc. Subject to discussions with current partners, including Norwood Forum and the local Primary Care Networks, the expectation is that future NCSP newsletters will carry only news relevant to community safety, with links to information sources, including local, borough and national newsletters for more detail.
Current and past newsletter recipients are encouraged to sign up to these and also to sign up to Neighbourhood Watch (through at least one relevant group) to receive local community safety “alerts” as soon as these are sent out (i.e. no need for a local group co-ordinator to forward them) as well as “alerts” covering nationally relevant information (e.g. seasonal advice, on-line scams etc.
Norwood Forum will continue to host key information on community safety under its Useful Info tab on its website including Personal Safety and Help and Emergency Services, as well as latest news and events on matters of community safety via all of its information platforms – and in doing so will maintain a close working relationship with the CSP.

Until a legal entity has been created to host the Lambeth NWA the pages, structured to enable rapid and flexible updating are being hosted (at no charge) by Winsafe Ltd. The company was formed to host the technology and policy assessment operations of the National Computing Centre when they were spun out in 1986. It has served as Data Controller for a variety of operations holding sensitive information, including the Lambeth police community contact database which was passed to it from the Lambeth SNB when the NCSP was created. Hopefully it can be passed back when the LSNB is relaunched. It not, the expectation is that the database will be passed to the Lambeth Neighbourhood Watch Association .
Meanwhile the intention is to revalidate and extend the NCSP database to include local community contacts for all emergency services, health and welfare contacts, including for use by NW co-ordinators contacted to help organise support for vulnerable neighbours.

Norwood Community Safety Partnership (Draft Please Comment)
London is outside the national network of Community Safety Partnerships . Instead it has Safer Neighbourhood Boards funded via the Mayor’s Office for Policing and Crime. The Norwood Community Safety Partnership is a local pilot hosted (at no charge) by Winsafe Ltd on behalf of the Development Team for Neighbourhood Watch in Lambeth, pending the relaunch of the Lambeth Safer Neighbourhood Watch Association and the Lambeth Safer Neighbourhood Board.
Subject to the outcome of discussions currently under way, the partnership is intended to operate as the pilot for a shared cluster (copying best practice elsewhere) to serve the Association, the Board and their community partners. in the mean time the partnership is an unfunded partnership of equals, with one of its roles being to help participants to secure funding for relevant projects.
The strategy is to use volunteers with relevant experience to facilitate practical local co-operation across professional and funding boundaries between local community groups, charities and businesses and organisations (including Council, NHS and Police) which are undergoing radical change in a period of increasing austerity which is expected to last for years not months.
The Steering Group includes local councillors and representatives from:
- the Safer Neighbourhood Panels and Area Neighbourhood Watch groups for the wards of Gipsy Hill, Knights Hill, St Martins and West Dulwich .
- the local Primary Care Networks , Hill Brook and Dale and Croxted and their service provider, including community pharmacies and collective operations like the Well Centre.
- the Business Improvement District and local businesses, including Housing Associations and other Landlords, care and other service providers.
- schools and youth engagement groups, including High Trees and Rathbone.
Police Officers, NHS staff, Council officials and others (including national and pan-London organisations supporting local pilots for wider initiatives) are invited as guests/observers.
The steering group reviews progress with projects and deliverables on a rolling basis (for updating the website as necessary and reporting in a newsletter) with a more formal review once a quarter. Programmes and projects are delivered by consortia of participants and guests/observers. They “report”, as necessary, to those providing their funding. They “inform” the partnership.
The priorities so far identified include:
- Linking the webpages below to more detailed signposting website(s) maintained by locally supervised work experience trainees (e.g. customer service or digital marketing apprentices).
- Additional School Patrols and Safe Havens: to be operational before the nights draw in.
- Safe study spaces and access to work experience and training: priority subjects include care and customer service, hospitality, digital, cyber, construction, conservation, horticulture.
- Piloting engagement (including GPs and Neighbourhood Watch) with programmes such as the follow up to Behind the Lines. (Herne Hill, Dulwich and Norwood was cited in the presentation).
- Piloting early education/intervention to address Child financial exploitation perhaps linked to support for converged action in support of the merger of Red Thread and Catch 22
- Engaging target audiences (particularly vulnerable youngsters with the review of guidance material (for relevance and readability) and its translation into language that will be understood by peers and parents with limited English.

Community Safety, Safeguarding and Crime Prevention (Draft Please Comment)
Neighbourhood Watch is the largest volunteer-led crime prevention charity in England and Wales with over 60,000 active volunteers, 2 million support households and the most comprehensive and wide ranging crime prevention and community support website (from How to reduce parcel and cycle theft through Reducing risk toolkits for loneliness and vulnerability to focused guidance for student safety and cybercrime. The cybercrime advice cross refers to Get Safe Online the main UK source of advice, guidance and Self Help Tool tool kits .
Neighbourhood Watch groups are independent of the police but in London operate within an agreement between the Borough Neighbourhood Watch Associations and the Metropolitan Police which includes co-operation with the relevant Community Police Teams and providing representatives on the Lambeth Safer Neighbourhood Board. Most groups are linked to Tenants and Residents Association and/or WhatsApp groups serving that estate or street.
All local residents are advised to visit join us – Neighbourhood Watch Network and sign up to receive the newsletter, national alerts and newsletters and discounts direct, thus reducing load on local co-ordinators in filtering information for Tenants and Residents Associations, WhatApp groups etc.
WalkSafe is the UK’s leading personal safety app, heavily subsidised by the hospitality industry. The Walksafe maps for the Homesafe, Follow Me and Student and Business features show the Safer Business Network Safe Havens including those in the Lambeth Safe Havens Directory. The Safe Haven video indicates what is entailed in becoming a safe haven, including registration with the Ask For Angela service. The maps are also used for the Good Night Out Campaign. The first Love Your Doorstep schools patrols in West Norwood meet at Kingsdale School and head out towards West Dulwich station and into Gipsy Hill. Volunteers are police checked and equipped with tabards, radios, first aid kits and basic safeguarding training. Parents, grandparents and local residents wanting regular exercise should volunteer via Sign up West Dulwich.
